A former leader at AHRQ, Nancy Foster is Senior Associate Director of Health Policy at the American Hospital Association. In 2002, AHA established a landmark partnership with the AAMC and FAH to endorse the use of ten initial quality measures designed by the AHRQ and endorsed by the National Quality Forum as part of a Voluntary Hospital Consensus measure set that were selected by the Centers for Medicare and Medicaid Services (CMS) in an initial pay-for-performance project. The name of that project has recently been changed from National Voluntary Hospital Quality Initiative (NVHQI) to the Hospital Quality Alliance: Improving Care through Information (HQA).
